Valdes, served six terms as a member of the Florida House of Representatives (1988-2000). During his tenure, he served as Republican Floor Leader and chaired various committees, including the Economic Development and International Trade Committee, and the Economic Development Council. He is actively involved in the community and engages in many civic and charitable endeavors, serving on various boards and assuming leadership positions in prominent nonprofit and service organizations.
